Which one do you actually need?
It depends on what is missing, not on which sounds most impressive.
- You need someone to run the shop. Registration, verification, category qualification, listings, account health, violations, ads. That is TSP territory, and it is the designation that matters if you want one partner accountable for the whole operation.
- You have the shop handled and need creator volume. A CAP or TAP is the relevant permission. If you want durable relationships with a roster you keep, that is closer to CAP; if you want campaign-by-campaign recruitment against a commission, that is closer to TAP.
- You need both. Most brands do, which is why agencies hold more than one. An agency with only creator permissions cannot fix a listing that is suppressing your reach; an agency with only shop permissions cannot build the creator programme that makes the listing worth having.
What the designation does not tell you
This is the part the rest of the industry leaves out, and it is the most useful thing on this page.
A designation is a permission, not a performance record. It means TikTok has vetted how the agency operates and granted it access to a set of tools. It does not mean the agency is good at using them, has experience in your category, or will answer the phone in month four.
No designation confers an algorithmic advantage. No partner status makes your videos reach more people or your listings rank higher. What partner status changes is tooling and escalation — a route to TikTok that is not the general seller support queue. That is worth having when a shop is suspended and worth nothing on an ordinary Tuesday. Any agency implying otherwise is telling you something untrue, and it is a useful thing to test them on.
Category experience beats designation. An agency that has run supplement shops through category qualification and claim compliance is more useful to a supplement brand than one with more badges and no ingestibles experience.
