What is the difference between a TSP, a CAP and a TAP?

Last updated: July 2026 · 7 min read

Quick answer: TikTok certifies partner agencies in different lanes. A TSP operates shops — Seller Center, compliance, ads. Creator and affiliate partner designations cover recruiting and managing creators rather than running your shop. The designations describe what an agency is authorised to do, not how good it is at doing it.

Why are there several partner designations?

Because running a shop and running a creator roster are genuinely different businesses, and TikTok certifies them separately. TikTok's own explanation of the partner programme sets out the roles, and Seller University covers how sellers work with partners.

The acronyms are confusing because they overlap in practice, they are used loosely in marketing, and the programmes change. Treat the definitions below as the shape of the ecosystem rather than a fixed legal taxonomy, and verify any agency's specific status directly.

What does each designation cover?

DesignationBroadly coversWhat that means for a brand
TSP — TikTok Shop PartnerShop operations: Seller Center, listings, account health and compliance, Shop Ads, LIVEThe partner type that runs your shop as an operation
CAP — Creator agency partnerRepresenting and managing creators; content direction and campaign structureWorks on the creator side of the marketplace, often representing talent rather than brands
TAP — Affiliate/talent partnerRecruiting creators, coordinating affiliate campaigns, negotiating commissionsFocused on affiliate campaign delivery rather than end-to-end shop operations
FBT — Fulfilled by TikTokNot a partner type at all — TikTok's own warehousing and fulfilment serviceFrequently confused with the partner acronyms; it is a logistics product

The short version: shop-side partners run your account, creator-side partners work with the people who promote it. A brand wanting one team to own the whole operation is looking for the shop-side designation.

Does any of this actually matter when choosing an agency?

Less than agencies would like you to think, and here is the honest framing.

What certification tells you: TikTok has vetted this agency for that lane, and it works through official tooling and escalation paths rather than the general support queue. That is worth having when a violation lands or a shop is throttled without explanation.

What it does not tell you: whether they are competent in your category, whether the people who sold to you are the people who will run your account, or whether their results are repeatable. No designation confers an algorithmic advantage or guaranteed traffic.

A certified agency with no experience in your category is a worse choice than an uncertified one that has run twenty shops like yours. We go deeper on what partner status is and is not here.

How do you verify what an agency actually holds?

  1. Ask which designation, in which market, and since when. Partner programmes are region-specific; status in one market says nothing about another.
  2. Ask what it lets them do that a non-partner cannot. A straight answer describes escalation paths and tooling. A vague answer about "priority" or "boosted reach" is a warning sign.
  3. Verify independently rather than accepting a badge image on a website.
  4. Then ignore it and ask for account-level Seller Center reporting in your category, which is the thing that actually predicts performance.

Frequently asked questions

Neither is better; they cover different work. Shop-side partners operate your account end to end. Affiliate and creator partners focus on campaign and creator management. Pick by what you need done.

Yes, and some do. Ask specifically which ones, in which market, rather than accepting a general claim to be a 'TikTok partner'.

No. Fulfilled by TikTok is TikTok's warehousing and fulfilment service. It sits in the same acronym soup but is a logistics product, not an agency designation.

No. No designation confers an algorithmic boost or guaranteed traffic. It affects support and escalation, not how the feed treats your products.
