Quick answer: Judge a TikTok Shop agency on account-level Seller Center reporting in your category, on who owns the shop and creator relationships when you leave, and on whether it will tell you the channel is wrong for you. Credentials, follower counts and screenshots without context are the weakest signals available.
What should you ask before signing?
- Which categories have you actually operated in, and can I see account-level Seller Center reporting? Not a slide — the reporting behind it.
- Who owns the shop, the creator relationships and the data if we stop working together? The only acceptable answer is that you do.
- What would make you tell a brand TikTok Shop is wrong for them? An agency that cannot answer this has never turned work down.
- How do you handle a policy violation, and have you handled one recently? Ask what happened and how long recovery took.
- Who is actually on my account day to day? Meet them, not just the person selling.
- How do you set commission rates? The right answer references landed margin, not a standard percentage.
- When would you start ad spend? "Once organic creator content is converting" is right. "Immediately" is a flag.
- What does the first 90 days look like? You want setup and seeding before scaling, not a revenue promise.
- What is the minimum term and what happens if we leave early?
- What do you need from us? Any honest answer includes samples, inventory depth and fast approvals.
What signals actually predict a good agency?
Category-specific evidence beats every other signal. An agency that has run twenty supplement shops knows which claims trigger enforcement and which creators convert in that category. A generalist with a bigger logo wall does not.
Two more that correlate strongly:
- Willingness to concede. An agency that names what it is not good at, or when a competitor would fit better, is describing reality rather than selling.
- Specificity about process. "We optimise your listings" is nothing. "We fix category attributes first because the algorithm cannot place a mis-categorised product, then rebuild the first image for thumbnail size" is somebody who has done it.
What are the warning signs?

Does Official Partner status matter?
It matters in the failure cases, and almost nowhere else. A TikTok Shop Partner works inside TikTok's partner tooling and escalation paths rather than the general seller support queue, which is worth having when a violation lands or a shop is throttled without explanation.
It confers no algorithmic advantage and no guaranteed traffic, and it says nothing about competence in your category. A partner agency with no supplement experience is a worse choice for a supplement brand than a non-partner agency that has run twenty of them. The full comparison is here.

How should you evaluate the case studies you are shown?
Four questions turn a screenshot into evidence.
- What was the starting point? "$100k a month" means something very different from $80k than from zero.
- Over what period, and does it hold? One spike from a viral video is not a repeatable system.
- What category? Apparel returns behave nothing like supplement compliance.
- Is it selected or typical? Every agency shows its best work. An honest one says so.
Anonymised case studies are fine and often necessary — NDAs are normal. What is not fine is a number with no methodology behind it.

Ask which market the status applies to and when it was granted, since partner programmes are region-specific, then verify independently. Treat it as a hygiene check rather than a decision factor.
Usually yes. Category experience is the strongest predictor of performance we know of, because commission norms, compliance risk and creator pools differ sharply between categories.
Not inherently, and size can work against you: bigger agencies often staff smaller accounts with junior operators. Ask who is on your account day to day and meet them.
