TikTok operates a partner programme for agencies and service providers that support sellers on TikTok Shop. Partners are approved by TikTok and work through its official tooling and processes rather than around them. In practice, a partner agency is one TikTok recognises as fit to operate seller accounts.
Partner status is not a performance guarantee. It says nothing about whether an agency is any good at your category, and it certainly does not promise a GMV number. Treat it as a baseline credential — a reason to take an agency seriously — and then judge them on their actual case studies, their honesty about what will not work, and whether they can explain why something failed.
